A recipient is a label you gave an address. It fills a field and does nothing else — no approval, no activation delay, no shared registry, and no effect on what a transfer is allowed to do.

What would make this an actual control

An allowlist has to be enforced somewhere the person spending cannot quietly edit. That needs a named approver who adds an address, an activation delay that holds a new one before it can receive value, a change history, and a registry that belongs to the organisation rather than to one browser profile. None of that exists here, so this list constrains nothing and is not offered as safety.
